Controversy about texting bans

There is controversy over whether or not texting and cell phone bans can be effectively enforced and whether they could make a dangerous situation worse.  Department of Transportation Secretary Ray LaHood opposes the new study issued by the Insurance Institute for Highway Safety (IIHS), which you can read here.
