This report documents the Safety Measurement System (SMS) methodology developed to support Comprehensive Safety Analysis 2010 (CSA 2010) Initiative for the Federal Motor Carrier Safety Administration (FMCSA). The SMS is one of the major tools for measuring the safety of individual motor carriers and commercial motor vehicle (CMV) drivers.
